August 10th, 2026
The meeting was called to order at 7:30 P.M. by Chairman Doug Behnke. The opening statement was read by Behnke. Present were Behnke, Supervisors Darold Seefeldt and Pat Huss, Clerk Theresa Huss, and Treasurer Sharon Malueg. The agenda was approved on a motion from Seefeldt and seconded by Behnke. July’s meeting minutes were read and approved on a motion by Huss and seconded by Seefeldt.
Citizen’s Forum – nothing
Renee Hosket is running for the position Clerk of Courts in November. She was at our meeting to introduce herself and describe what she has done up to this point.
Clerk’s report – Rural Mutual Insurance Company has gotten back to us on the question of whether the board should increase the deductible for the policy. The board agreed to stay at current rate. Premier Community Bank let us know the 3-year loan rate is 4.60% for a payment of $6,785. On a motion from Behnke and seconded by Seefeldt, the board agreed to go with the 3-year loan agreement instead of the 4-year or 5-year agreement. Roll call: Behnke – yes, Seefeldt – yes, Huss – yes. Clerk informed the board that there is no set number of minutes we need to have on our website. The board agreed to have 6 months listed.
Town hall – The concrete in front of the hall will be completed before fall.
Fire Dept – Clintonville: no updates. Huss to reach out to the city to see where those are. Bear Creek: no calls. The Semi-annual meeting was changed to August 27th at 7pm. September 3rd is the Clintonville Fire meeting.
Ambulance – Meeting was held on July 27th. There was discussion on the municipal agreement. They discussed different options if Marion and Clintonville pull out. The board approved $8200 for new flooring, $5,000 for interior updates and $6800 for power washing of the exterior building. The new city administrator and mayor were at the meeting. There were proposals for an executive committee and the city stated they completed the innovation grant. Last week a small committee reviewed the agreement and revised it. The board approved raises for the ambulance staff.
Town roads – Bell Corners Road has been started. Behnke has 3 culverts at his farm from the road work if anyone is interested in purchasing them. Road signs that need repairs are being completed. Some roads that were washed out from the flood were repaired. The board received an email regarding Fountain Road needing repairs. The trees that were on the right of way on Nicholson Road were moved.
Constable – There was a cat seen running around. Looking for the owner.
Comp Plan – The Town of Lind wants Waupaca County municipalities to sign a resolution. It was not completed by the jTown of Bear Creek.
Zoning – Meeting was cancelled and rescheduled
WTA meeting is in the Town of Lebanon on August 20th. The WTA is having twilight meetings. The County Recycling meeting is scheduled for September 17th.
Treasurer report – She announced our CD for future fire trucks and ambulances is coming due. On a motion from Behnke and seconded by Huss, that CD will be put into a 13-month CD. The report was read and reviewed.

July 13th, 2026
The meeting was called to order at 7:30 P.M. by Chairman Doug Behnke. The opening statement was read by Behnke. Present were Behnke, Supervisors Darold Seefeldt and Pat Huss, Clerk Theresa Huss, and Treasurer Sharon Malueg. The agenda was approved on a motion from Behnke and seconded by Seefeldt. June’s meeting minutes were read and approved on a motion by Huss and seconded by Seefeldt.
Citizen’s Forum – nothing
Alex and Keith, representatives from Rural Mutual Insurance Company, were at the meeting to review our town policy. Alex will let the clerk know different options for our deductible and rates. He will also look into how claims on roads work through insurance.
Clerk’s Report – Picnic license for the tractor pull has been tabled until August as we have not received the paperwork yet. The town needs to take out a loan to pay for Bell Corners Road. On a motion from Seefeldt and seconded by Huss, the town will request a loan from Premier Community Bank. Roll call: Behnke – Yes, Seefeldt – Yes, Huss – Yes. The clerk was requested by the board to ask the loan officer for a 3-year option. The 4 and 5-year options were reviewed with the board. Bob Leder was appointed as a poll worker for the 2026-2027 election term by Behnke.
Town Hall – Discussion about the website and how many months of meeting minutes we want to leave on there. Clerk was asked by the board to reach out to the Town’s Association to see what is required. Jean, our town hall cleaner, has to do more when renters do not clean up after themselves. On a motion from Seefeldt and seconded by Behnke and all in favor, she will get paid double her fee when she needs to do more to clean up.
Fire Dept – Bear Creek had 1 call for a faulty CO detector. The Bear Creek fire department installed a new one for the residents. There was no report from the Clintonville Fire. Clerk will reach out to see what happened to the updates.
Ambulance – There was a meeting on June 22nd. They discussed the bid for the siding of the garage and said that the price increased. The project is in progress. They have hired a new employee. An ambulance had its breaks replaced. There was a listening session on July 9th about the city of Clintonville and the city of Marion pulling out of the ambulance service agreement. Nothing decided at that meeting.
Town Roads – Bell Corners Road had gravel placed down where it was broken up. The bid to re-do the last mile of Bell Corners Road was sent into the Waupaca County HWY Department. They told Behnke, it is a project that will be completed this year. County Road T is still in progress but almost finished. The bid for culverts and ditching for Pleasant View Road was reviewed and tabled until August. Pleasant View Road repair was postponed until 2028 due to financials. A resident on Hwy 22 and Nicholson Road has planted trees close to the road. Huss to discuss moving the trees with the resident. Behm is still working on completing the ditch cutting.
Constable – No report. Sharon states she mailed out a letter to the residents responsible for the dog bite and one other resident with dogs that have not paid.
Comp Plan – nothing
Zoning – A resident built a house on cement blocks on Fitzgerald Road. Behnke was notified that our building inspector will not inspect it.

The meeting was called to order at 7:30 P.M. by Chairman Doug Behnke. The opening statement was read by Behnke. May’s meeting minutes were read and approved on a motion by Seefeldt and seconded by Huss.
Citizen’s Forum – nothing
Clerk’s Report – The liquor license applications for Dollar General, Citgo Travel Plaza and the Lion’s Club were presented to the board. The licenses for the term July 1st, 2026-June 30th 2027 were approved on a motion from Seefeldt and seconded by Behnke. All in favor.
Town Hall – The new domain for the website was presented. Huss to continue maintaining the website.
Fire Department – No calls for Bear Creek. Clintonville had 1 call into the township on Hwy D.
Ambulance – The meeting was on May 18th. Members were re-elected. Siding estimates for the garage in Clintonville were received. The proposed ambulance purchase will be in late 2027. The renters of the back of the office will be out in 2027. Only 1 call was responded to by Tigerton in the last month. Sheri, from CAAS, was there to explain what is happening with Clintonville and Marion that are pulling out of their service agreement. She explained that this just occurred a few days ago and they are still working out the details. They have a meeting with Tigerton on Thursday to discuss possibilities with them. Cliff, from CAAS, joined our meeting and explained they are looking at different options, and they are working on getting plans in place and will keep the municipalities posted as they know more.
Roads – Behnke announced that Hwy 45 will be starting in 2027 from Church Road to Reinke Road and 10 culverts need to be replaced by the town. The project on County T had the culverts replaced. Bell Corners Road bids were received, and it was decided to go with Waupaca County Hwy Dept bid on a motion from Huss and seconded from Behnke. Behnke and Huss in favor, Seefeldt did not vote. Behnke will submit the signed bid to the county. Pleasant View Road culverts bid was tabled until the July meeting to review what is needed.
Constable – There was a report from a resident of a dog bite. Sharon presented a letter to the board to send to residents that are non-compliant on dog tags. It was passed on a motion from Huss and seconded by Behnke, all in favor.
Comp Plan – Elm Dale School site wants to put an overnight camp on the site called Hip Camp. Waupaca County Zoning Dept has approved it.
Zoning – There is a training on July 8th for the township board members
There was a Town’s Association meeting on May 28th. Emergency planning staff presented the 3 disasters we had. Politicians were there to do their presentations.
Treasurer report – Read and reviewed. She states the CD has come due. The board agreed to place the money in the money market as we have our fire truck payment coming up in the fall. The loan for Bear Creek Road was paid off.

May 11th, 2026
The meeting was called to order at 7:31 P.M. by Chairman Doug Behnke. The opening statement was read by Behnke. Present were Behnke, Supervisors Darold Seefeldt and Pat Huss, Clerk Theresa Huss, and Treasurer Sharon Malueg. The agenda was approved on a motion from Behnke and seconded by Huss. April’s meeting minutes were read and approved on a motion by Huss and seconded by Seefeldt.
Citizen’s Forum – nothing
Wifneski – Papers were reviewed. The board decided not to take any action on the payment for non-compliance in the MFL program. Behnke to notify the Wifneski’s of the outcome.
Clerk report: Internet was set up with Waupaca Online and agreed to post the password in the hall. The website needs to be changed and updated. The board agreed to work with PC Solutions. Darold will work with them to get it changed over. The purchase of a new printer for the hall was approved by the board d/t the fact we need to print the entire assessment roll moving forward.
Fire Dept: Bear Creek had 2 calls. Clintonville had no runs into Bear Creek. Bear Creek FD went to Manawa and Shiocton to assist during the floods.
Ambulance: The meeting was on April 27th. The pulse oximeters are being replaced. There is water damage at the garage in Clintonville. They are going to reside it. Ambulance 881 has been returned with the new box. EMS week is coming up later this month. The next meeting is May 18th.
Town Roads – Signs are missing on the roads. The highway department will take care of them and Behnke will call the highway department and let them know. There was a bid received from Randy Hamilton to fix the concrete in front of the hall. It was passed on a motion from Seefeldt and seconded by Huss for Randy to complete. The road bids for the Bear Creek Road East, Beaver Creek and Meidam were approved to be completed on a motion from Seefeldt and seconded by Huss. The bid for Pleasant View Road was tabled until June’s meeting. Culverts on Bear Creek Road will be paid for by the residents, and the town will cover the cost of installation and ditching. It was reported that a manure tanker broke up parts of Bell Corners Road and Beaver Creek Road East of Cty Road T. Discussions occurred about the repairs.
Constable – no report
Comp Plan – board members that were up for appointment were Barry Bartz and Terry Mares. Barry has agreed to move to a 3-year term and Terry has decided to move to the alternate that is reviewed annually. Both were appointed by Benke for those positions.
Zoning – nothing
WTA meeting has been moved to May 28th. BOR to be held on May 21st 6pm-8pm.

April 13th, 2026
The meeting was called to order at 7:32 P.M. by Chairman Doug Behnke. The opening statement was read by Behnke. Present were Behnke, Supervisor Pat Huss, Clerk Theresa Huss, and Treasurer Sharon Malueg. The agenda was approved on a motion from Behnke and seconded by Huss. March’s meeting minutes were read and approved on a motion by Huss and seconded by Behnke.
Citizen’s Forum – nothing
Zoning – CSM was presented to the board to adjust property lines on a property on Symco Road and was approved on a motion from Behnke and seconded by Huss.
Wifneske MFL property – Tim from the logging company was there to discuss the non-compliance MFL letter that was sent to the town clerk and the fees that were charged to the Wifneski’s. Discussion was tabled to the next meeting as one of the supervisors was absent.
Clerk’s report – Theresa notified the board that the new accounting program will be installed this month. The presentation of the annual report will be different due to the new program. An example was presented to the board. Financial summaries will be provided to the board each month as well. She also relayed that a financial review meeting should be completed annually. She suggested one be completed later this year and then start next year, prior to the annual meeting. Rates were presented from Spectrum, Bug Tussel and Waupaca Online to get internet set up at the town hall. On a motion from Benke and seconded by Huss, Theresa will contact Bug Tussel to get internet set up at a price of $35 per month and a one-time installation fee of $65. Conversation was had about changing over our website to a different domain host d/t cost. Theresa to do a little more research about it and report back at the next meeting. Elections went well with the new machine with a total of 251 votes. Barry Bartz was elected as our county supervisor representative. We are waiting to hear from Scott Zillmer in regard to setting up a date for our BOR meeting.
Fire – No town specific report from Clintonville. Bear Creek had one call for a wire on fire. The BC fire meeting was held on March 19th. They saw the new turn out gear. Next meeting is August 20th. The BC fire department and first responders are going to go together to purchase a UTV.
Ambulance – Tigerton has had limited coverage so Marion has been covering for them and when Tigerton can, they are helping in Marion. There was a motion for $500 for EMS week in May. There will be a new municipal agreement needing to be signed. Payment for the new ambulance will need to be budgeted in 2028.
Town Roads – Beaver Creek and Shady Lane had damage to them from the snow storm Elsa. Road inspections were completed. Bids will be requested from the county for road work. Roads that are classified as fair to poor are Elm Dale Road and a portion of Bell Corners Road. Behnke applied for disaster aid for snow storm Elsa. Theresa to send the 2027 budget response to the Highway Department with plans to grind and re-pave 1 mile on Pleasant View Road and possibly Symco Road bridge, depending on the small structure grant.

Comp Plan – Town of Lind had a round table for the digester.

March 9th, 2026
The meeting was called to order at 7:32 P.M. by Chairman Doug Behnke. The opening
statement was read by Behnke. Present were Behnke, Supervisors Darold Seefeldt and Pat
Huss, Clerk Theresa Huss, and Treasurer Sharon Malueg. The agenda was approved on a
motion from Seefeldt and seconded by Huss. February’s meeting minutes were read and
approved on a motion by Behnke and seconded by Seefeldt.
Citizens Forum – The FFA is having a trivia contest coming up and the Clintonville school
district referendum flyer was presented.
Clerks report – Behnke appointed additional poll workers for the next 2-year term as one
previous worker stepped down and we needed an alternate. The transportation funding
resolution was reviewed and approved on a motion by Seefeldt and seconded by Behnke. Clerk
to get it submitted as advised by the WTA. The CDBG account has been closed as the
government funded program is no longer active. On a motion from Seefeldt and seconded by
Huss, the town will be using B&G Associates on a fee basis only and will add to our fee services
that we will collect $250 per account that is resolved per letter from the DOA.
Fire – Bear Creek had no calls and there is no report from Clintonville
Ambulance – Meeting was held on 2/23. They are still short on paramedics and trying to recruit
more. They had 109 calls in January.
Roads – The bridge inspection form from the highway department was discussed and on a
motion from Behnke and seconded by Seefeldt, it was agreed that the bridge inspection will be
completed by the highway department. Form was signed and will be submitted to them by the
clerk. Road inspections take place on April 10 th at 9:00am. Huss reported it was confirmed that
there is no need for DNR approval on the small structure and he will work on getting the grant
paperwork filled out and submitted. An invitation was received from the highway department on
March 30 th for the appreciation dinner. The clerk will send back the RSVP.
Constable – No report
Comp plan/zoning – Behnke was informed of a new house to be built on Hilltop Road. Ryan
Braun presented a summary of the zoning updates at the previous WTA meeting.
BOR training has been completed, and forms are signed and will be submitted to the DOR.
Treasurer – Conversation was had in regard to dog fees. There is a state statute stating that
everyone who owns a dog should be obtaining a license. Sharon recommends that the town
adopts an ordinance for fees. The late fees for this year have been waived if paid on or by
election day, April 7 th on a motion from Seefeldt and seconded by Behnke. Treasurer report was
read and reviewed.
